    Google requires 100 active users in a Display remarketing audience before ads start serving — practically you need 500-1,000 monthly sessions to build meaningful audience pools across funnel stages. For eCommerce with cart abandonment, 100+ monthly transactions is the practical threshold. If you're below these numbers, Search Ads and SEO should come first to build the audience pool.
